But late in 1990 he appointed Mrs. Kirti Singh as principal and she was responsible for changing our school to an English medium school.

After the dismiss of Sri P. V. Singh, his brother Sri Devendar Vikram Singh took over as manager of Bal Vidya Bhawan in 1994. In fact, he was second founder of the school. He gave the whole building and adjacent area of land to Bal Vidya Bhawan for future development of the school.

In 1995-96 Sri. Rakesh Vikram Singh became the manager of the school. Mr. Rakesh Vikram Singh was a talented person. He was the opinion that school should be affiliated with C.I.S.C.E. Board for which he supported the principal Mrs. Kirti Singh to complete different obligations for changing the nature of school in the process and NOC was precured and an independent status of Bal Vidya Bhawan took place.

Due to untimely death of Sri. R.V. Singh his wife and also the principal of Bal Vidya Bhawan, Mrs. Kirti Singh  took over the charge of manager in 1998. During her period the shape and vision of the school changed totally Mrs. Kirti Singh became the founder of Bal Vidya Bhawan public school society. Her efforts proved fruitful and the school got its affiliation with the council for I.S.C Examinations  New Delhi in 2002 and the first batch of I.C.S.E.(s) appeared in 2003.
